Microsoft filed a proposed Ratepayer Protection Tariff at the Public Utilities Commission of Nevada in May, seeking a framework that splits data center infrastructure costs into a customer-paid share and a system-benefit share that enters the rate base only if it helps the broader grid. It is one of the most detailed utility-rate proposals yet aimed at separating AI buildout costs from the general rate base. The tension it answers is the whole DCND beat in miniature: utilities profit by building infrastructure and rolling it into everyone's rates, so Microsoft is proposing to pay its own way before NV Energy's new data center load lands on residential bills.
